Commencing in November 2022, the SKALA program is an 8-year initiative with a total value of up to AUD 160 million, focusing on enhancing specific aspects of Indonesia’s decentralized governance systems. This includes strengthening elements such as Public Financial Management (PFM), Minimum Service Standard (MSS), planning and budgeting, and local leadership. Additionally, the program aims to mainstream Gender Equality, Disability, and Social Inclusion (GEDSI) into these systems, prioritizing the needs of women, people with disabilities, and vulnerable communities. SKALA supports key stakeholders both at the national and sub-national levels, fostering collaborations with other DFAT programs and sectoral initiatives.
The overarching goal of SKALA is to contribute to the reduction of poverty and inequality in Indonesia by enhancing basic service provision to marginalized communities in less developed regions. The program envisions achieving end-of-program outcomes, including a stronger enabling environment for subnational service delivery, improved subnational service delivery, and enhanced participation, representation, and influence of women, people with disabilities, and vulnerable groups. Operating in several provinces, including Papua, West Papua, Maluku, Gorontalo, Nusa Tenggara Timur, Nusa Tenggara Barat, Kalimantan Utara, and Aceh, SKALA is strategically designed to be implemented over three RPJMN periods (2020-2024, 2025-2029, and 2030-2034), emphasizing flexibility, adaptability, and sustainability throughout its tenure. The program adopts a strategic approach to regional selection, governance, knowledge management, and exit strategy to ensure long-term impact and capacity transfer.

1. Communications and Public Diplomacy Manager
Requirements
- Bachelor’s or Master’s degree in related field (Mass Communication, Journalism, Public Information, Public Relations, or similar).
- Minimum of 8 years’ experience with a proven track record in implementing communications on international development programs (preferably DFAT-funded programs), including the use of various tactics and tools.
- Ability to work collaboratively and effectively as part of a large team in a supporting role.
- Strong interpersonal and negotiation skills, including experience liaising with a broad range of stakeholders, from government stakeholders at national and sub national levels through to communities.

7. SKALA Technical Advisory Panel – GEDSI
Requirements
- Postgraduate qualifications in a relevant discipline with minimum 8 years of working experience or minimum 15 years of work experience in the areas of expertise.
- Relevant mid and expert level technical and operational experience in the field of expertise.
- Experience working in less developed regions in Indonesia is preferable.
- Minimum 5 years of experience working with/for GOI ministries on relevant area.
- Minimum 5 years of experience working with DFAT and/or other donor funded projects.
- Has practical experience and technical understanding of GEDSI considerations implementing activities in Indonesia and experience in providing advisory services.
- Demonstrated strong analytical and writing skills and experience preparing high-level communication products for stakeholders, clients, and officials.
- Strong engagement skills with a wide range of government, non-government, and donor organisations; and a demonstrated ability to effectively communicate in a cross-cultural context.
